The United States, along with other Western nations, did not ratify further Protocol II mainly because it excludes conflicts by which dissident armed teams occupy no considerable territory but carry out sporadic guerrilla operations. International regulation can be a set of rules and concepts governing the relations and conduct of sovereign states
